A quality system audit is defined as a systematic and independent examination to determine whether quality activities and related results comply with planned arrangements, whether these arrangements are implemented effectively and whether these are suitable to achieve objectives. The quality audit typically applies to quality systems such as processes products. Such audits are often called quality system audits process quality audits, product quality audits and service quality audit respectively. Quality audits are carried by staffs that are not directly responsible in the areas being audited. But preferably auditors should work in cooperation with relevant personnel. Quality audit is an information gathering. It is not a police kind of activity. Quality audits may be conducted for internal and external purposes. . Therefore empowerment in work setting giving people the means of ability and authority do to something that has been done before. Empowerment is an environment in which the people have the ability the confident and the responsibility to improve the goals and achievement of organization. The employees should be self-esteem and motivated. They are challenged and encouraged. They are creative, well trained and equipped to face the problem in the organization. Training describes how training needs of personnel are identified, organized implemented and monitored
